<p><P>PROBLEM TO BE SOLVED: To provide a communication system that achieves network monitoring at appropriate operational costs. <P>SOLUTION: The communication system includes a plurality of communication equipment units, which are respectively connected to a communication network and make at least a part of their each communication function be in an operating state corresponding to a start-up command, and a network monitoring device for monitoring the operating state. The network monitoring device generates a start-up command to each communication equipment unit and a start-up identification code so as to supply them to each communication equipment unit via the communication network. The network monitoring device searches a code identical to the start-up identification code from each communication equipment unit via the communication network so as to determine whether the communication function of each communication equipment unit is in an operating state or not.
