PROBLEM TO BE SOLVED: To provide a heating device which is low cost and is proper in fixing efficiency, and can obtain both uniformity and proper fixing properties in recording material as a whole, and preventing misoperations of safety element. SOLUTION: The heating device for a film-heating method and an image forming apparatus provided with it has a plurality of heat resistors, arranged over a whole substrate width in a heating body. At least two or more heat resistors among the plurality of the heat resistors are connected to one heat resistor which is wider than other parts, in one part in the longitudinal direction, and a narrowed part is provided in a wide connecting region. Then, the safety element, provided with a mechanism for shutting off energization to the heat resistor at abnormal temperature rise is abutted, against the backside of the substrate, corresponding to the narrowed part.
