PROBLEM TO BE SOLVED: To provide a charger using discharge electrodes having a saw-teeth-like leading edge opposite an image carrier, the charger being designed so as to restrain the non-uniform charging of the image carrier by preventing matter such as powdery dust from sticking to and accumulating on the charging discharge-electrode used for discharging in the image area of the image carrier, resulting in discharging failure. SOLUTION: The charger 2 is configured such that the discharge electrode 22, the leading edge of which has the form of saw teeth extends opposite to the image carrier 1 from the image forming area 1a of the image carrier to its non-image area 1b. Near a boundary between the charging discharge-electrode 22a opposite to the image area of the image carrier and the dust collecting discharge-electrode 22b opposite to the non-image area of the image carrier, a partition plate 26 is disposed for restraining air guided from the non-image area side end to the dust collecting discharge-electrode from being guided to the charging discharge-electrode.
