PROBLEM TO BE SOLVED: To securely recover untransferred toner from the surface of an image carrier, such as an intermediate transfer belt, by fully charging the untransferred toner on the image carrier, by means of a charging brush disposed on the upstream of a cleaning member. SOLUTION: A cleaner 64 includes the charging brush 74 disposed in contact with the surface of the rotatable image carrier 30 and used to charge toner on the surface of the image carrier 30 to a predetermined polarity, in a contact area between the charging brush 74 and image carrier 30; and the cleaning member 42, disposed in contact with the surface of the image carrier 30 on the downstream side of the charging brush 74 in the rotating direction of the image carrier 30 and is used to recover toner from the surface of the image carrier 30 in a contact area between the cleaning member 42 and image carrier 30. The cleaner 64 is designed so that if the pressing force F(N/m) of the charging brush 74 against the surface of the image carrier 30 is calculated from a predetermined calculation formula, the pressing force F is greater than ON/m but equal to or smaller than 1.5 N/m.
