PROBLEM TO BE SOLVED: To provide an easily-assemblable wall surface panel which can prevent the coming-off of a protective wall by firmly integrating a protective wall with an air bubble-mixed lightweight fill material such as air-mixed mortar cement or air-mixed cement milk, and the protective wall. SOLUTION: This wall surface panel comprises a panel portion 11 which constitutes a part of the protective wall, and a vertically-provided buttress 12 orthogonal to the panel portion 11. In the buttress 12, a void 13 is formed, and a resistive element 14 with a width greater in dimension than the thickness of the buttress 12 is formed at an end on the other side of the side of contact with the panel portion 11.
