<P>PROBLEM TO BE SOLVED: To reduce the labor of an operator in the additional registration processing of a stamp template, and to surely improve a stamp detection rate by one time registration. <P>SOLUTION: In a stamp detecting module 3, a stamp template additional registration candidate is created from detection failed images by a stamp area extraction part 17, a stamp template clustering part 18, and a stamp template registration candidate selection part 19. The stamp template registration candidate selection part 19 calculates a stamp detection rate, and selects a stamp template registration candidate expected to contribute to improvement in a detection improvement rate.
