PROBLEM TO BE SOLVED: To stably perform an operation even when a refrigerant is throttled to a low flow rate by controlling the flow rate by a valve portion having a characteristic in which the flow rate is moderate for the amount of operation in a low flow rate area. SOLUTION: One of valve portions B1, B2 is a valve portion having the characteristic in which the flow rate for the amount of operation partially increases rapidly in the low flow rate area, and the other is the valve portion having the characteristic in which the flow rate for the amount of operation is moderate in the low flow rate area. A heat pump ECU (electric control unit) 20A fixes the valve portion B2 of an expansion valve 9 as one of the valve portions to an allowable minimum opening (50 steps), and drives the valve portion B1 of an ejector 3 as the other valve portion to control the flow rate. As the flow rate is controlled at the valve portion having the characteristic in which the flow rate for the amount of operation is moderate in the low flow rate area, the operation can be stably performed even when the refrigerant is throttled to the low flow rate.
