<p><P>PROBLEM TO BE SOLVED: To quickly start decoding. <P>SOLUTION: A data storing/reading circuit 16 successively stores frame data in a data storing memory 18. A top address of non-reference frame data in the data storing memory 18 is stored in a top address storage part 20.
