PROBLEM TO BE SOLVED: To provide a bus controller improving use efficiency of a bus in a multiprocessor system. SOLUTION: An instruction fetch arbitration part 21 arbitrates an access request not to be snooped among access requests from masters 1-N. An operand access arbitration part 23 arbitrates an access request to be snooped among the access requests from the masters 1-N. A snoop control part 24 issues a snoop request corresponding to the access request arbitrated by the operand access arbitration part 23 to the masters 1-N. An instruction access part 22 accesses a slave 3 while being arbitrated by the instruction fetch arbitration part 21 in parallel with snoop processing by the masters 1-N.
