PROBLEM TO BE SOLVED: To provide a guide device before fixing where, while preventing the stain of toner in a recording medium, the generation of the unrequired electrostatic adsorption of the recording medium at the side of a guide member before fixing is suppressed, and excellent carrying processing and fixing processing can be performed, and to provide an image forming apparatus using the same. SOLUTION: Regarding the guide device 16 before fixing, a guide member 160 before fixing is composed in such a manner that a conductor layer 1602 made of a planar metallic member and an insulator layer 1601 made of PFA (Perfluoroalkoxy) as a surface layer on the guide face side at one side of the conductor layer 1602 are stacked. Further, the conductor layer 1602 is grounded via a resistor 166 having a high resistance value of 400 MΩ, and the movement of negative loads from the grounded part to the side of the conductor layer 160 is suppressed.
