PROBLEM TO BE SOLVED: To correct distortion of a wide-angle optical system without compressing picture information in a part near the center in an image which is picked up by the wide-angle optical system. SOLUTION: A control part 13 performs distortion correcting process for correcting distortion of an object image in the picked-up image in a peripheral domain according to the picked-up image which is obtained by a camera 12, image pick-up direction control for changing the image pick-up direction of the camera 12 by controlling a driving mechanism 17, and zoom control for controlling operations of a focal length adjusting mechanism of the wide-angle optical system 11 and adjusting its zoom amount and the like. Also, it performs facial recognition process for extracting an image of a face part (a face image) from the picked-up image and identifying an individual according to the face image.
