<P>PROBLEM TO BE SOLVED: To provide a high-reliability resin-sealed light-emitting device that prevents exfoliation of a lead electrode due to thermal strain or the like without extending an electrode width in order to prevent floating-up of the lead electrode, and to provide a manufacturing method for inexpensively manufacturing the resin-sealed light-emitting device. <P>SOLUTION: The light-emitting device is composed so that a lead electrode 121a is held by a resin package 11 formed with a cup part 11a, a light-emitting element 131 is secured on the lead electrode inside the cup part, and a light-transmitting resin 15 is filled inside the cup part so as to seal the light-emitting element. Each recessed stepped part 121b is formed onto the lead electrode upper-face part corresponding to a part offset from the secured part of the light-emitting element while being a part of the outer peripheral face of the lead electrode held by the resin package. Each flange part 121c, in which the tip part of the bottom face of the stepped part is laterally protruded into the resin package, is formed.
