<P>PROBLEM TO BE SOLVED: To construct a technique for processing controlling information for image processing carrying a pass-through command processing function. <P>SOLUTION: A CPU 100 for determining the propriety of combination of the controlling information and an operation displaying panel 106 for setting whether priority on the controlling information to the whole documents is given or whether priority on the controlling information indicated by a page unit of the printing document is given are installed.
