<p><P>PROBLEM TO BE SOLVED: To reduce power consumption by assigning appropriate operating frequencies to respective processing parts for realizing CABAC of H. 264/AVC. <P>SOLUTION: A buffer part 302 for temporarily holding a binarization data string from a binarizing part 301 is arranged between the binarizing part 301 for binarizing input data and generating and outputting the binarization data string, and a context calculating part 304 for generating a context index, based on the binarization data string and a binary arithmetic coding part 307 for performing the binary arithmetic coding of the binarization data string. Binary data to be coded are outputted to the context-calculating part and the binary arithmetic coding part by fixed rate, without making it change by a large amount by the input data, and the context-calculating part and the binary arithmetic coding part are operated by the operating frequency that is lower than the operating frequency, in matching with the maximum bit length of the binarization data string which is outputted from the binarizing part so that power consumption is reduced. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
