PROBLEM TO BE SOLVED: To reduce power consumption by moving a damping force to a soft side when a current is low and fix the damping force to a hard side if a fail such as open circuit occurs in a damping force adjusting hydraulic shock absorber. SOLUTION: A piston 3 to which a piston rod 7 is connected is slidably fitted into a cylinder 2 in which an oil liquid is enclosed. The opening of a sheet valve 32 is controlled by a solenoid actuator 35 to adjust the damping force. When a coil 38 is not electrified, a plunger 36 and the sheet valve 32 are biased in the valve closing direction by the resultant force of first and second valve springs 45, 47 to set the damping force to the hard side. When the coil 38 is electrified, a movable member 42 is moved against the biasing force of the second valve spring 47 to lower the valve opening pressure of the sheet valve 32 (damping force is softened). When the electrification current is increased, the movable member 42 is separated from the plunger 36, and the valve opening pressure of the sheet valve 32 is increased by the thrust of the plunger 32 in the valve closing direction of the sheet valve 32 (damping force is hardened).
