PROBLEM TO BE SOLVED: To provide a picture-recording reproducing apparatus and an image reproducing method to match a phase of a field surely when images of a plurality of streams is combined in the case that the plural streams are pulled down at 2:3 independently. SOLUTION: The picture-recording reproducing apparatus has a first decoder 101 which decodes a picture included in a first stream and acquires a first output image by pulling down it using a first pull-down information, a second decoder 111 which decodes a picture included in a second stream and acquires a second output image by pulling down it using a first pull-down information, and an image combining portion 121 which acquires a combined output image by combining the first output image obtained from the first decoder and the second output image obtained from the second decoder.
