PROBLEM TO BE SOLVED: To provide a distributed arrangement technology capable of minimizing loss of a user department by properly arranging a virtual computer to a physical computer. SOLUTION: This virtual server distributed arrangement method has steps for: generating server arrangement data expressing correspondence relation between a virtual server identifier vSrv expressing each of a plurality of virtual servers and a physical server identifier pSrv expressing each of a plurality of physical servers wherein the virtual servers are distributed and arranged; generating virtual server configuration data expressing correspondence relation between the virtual server identifier and a group identifier gr for identifying a group of a user using the virtual server; calculating an evaluation value of the virtual server arrangement arranged according to the server arrangement data based on the server arrangement data, the virtual server identifier and the group identifier; and displaying a plurality of candidates of the virtual server arrangement according to the calculated evaluation value.
