PROBLEM TO BE SOLVED: To provide a bumper and a lower frame-intermediate rail structure especially suitable for manufacturing by a hydroforming process which is used for car manufacturing while providing excellent collision performance characteristics. SOLUTION: A set of tubular members 16, 17 mounted in the vertical direction on each other so as to regulate an internal web 14 which is formed of adjacent side walls and directed substantially in a horizontal direction are provided on a bumper 15 for an automobile.
