PROBLEM TO BE SOLVED: To attain a structure that the engagement state of a worm tooth 6a and a worm wheel 4 is made constant regardless of a transmission direction of motive power and that steering force required for being applied to a steering wheel by a driver is not varied by a rotation direction of the steering wheel. SOLUTION: A rolling bearing 8a for rotatably supporting a distal end of the worm shaft 7a in a housing 3a can be only displaced on a virtual plane perpendicular to a central axis of the worm wheel 4. Therefore, an outer ring 16a constituting the rolling bearing 8a is clamped between a pair of guide flat surfaces formed on an inner peripheral surface of a guide sleeve 19 retained in the housing 3a, parallel to each other and positioned on the virtual plane perpendicular to the central axis of the worm wheel 4.
