A method and an apparatus for transmitting a location-based advertisement message using billing information are provided to obtain location information of a subscriber and transmit an advertisement message by using the location information. An advertisement information inputting unit(310) receives advertisement information including advertisement words, area information to which a corresponding advertisement is to be sent, and advertisement transmission time information. An advertisement information management DB(Database)(340) stores and manages the inputted advertisement information. An advertisement transmission history information DB(350) stores and manages advertisement transmission history information of each advertisement. A billing information collecting unit(330) collects billing information of subscribers from a billing terminating device of a mobile communication network. A billing information management DB(360) stores the collected billing information. An advertisement message transmission processing unit(320) obtains location information of each subscriber from the billing information, and determines subscribers to which an advertisement whose transmission time point has arrived, among the advertisements stored in the advertisement information management DB, is to be provided.
