A method of manufacturing a vinyl package bag is provided to increase durability by removing a sealing part at a lower end, which receives load of goods. A method of manufacturing a vinyl package bag includes the steps of disposing a vinyl substrate on a roller(300), extracting and conveying the vinyl substrate(310), forming a sealing part at the conveyed vinyl substrate at certain lengths(320), and cutting the sealed vinyl substrate(330). In the sealing part forming step, the separated vinyl substrates having the sealing parts are deposited on a table. In the cutting step, the vinyl substrates are cut and perforated to form an opening part and a grip part.
