A terminal device for offering an LBS(Location-Based Service) based on a GPS(Global Positioning System) by using a short message and a method therefor are provided to complement a triggering method when an LBS terminal drives a GPS module in a WCDMA(Wideband Code Division Multiple Access) network, thereby improving LBS functions of the terminal. A short message receiver(120) receives an LBS triggering message of a short message type which includes LBS control information from a network. An LBS controller(140) analyzes the LBS triggering message to extract LBS control information, and carries out an LBS processing function based on a GPS according to the extracted LBS control information. The LBS controller comprises as follows. A trigger message reception module(142) receives the LBS triggering message. A trigger message analysis module(144) extracts the LBS control information included in a user data field. An LBS control module(146) controls an LBS based on the GPS by driving a GPS module(150).
