<P>PROBLEM TO BE SOLVED: To provide a natural sentence forming device, in which every person can easily and quickly report a failure content, a repair content and notes for preventing failures for a product by natural sentences with expressions to the point, regardless of the writing ability of the reporter. <P>SOLUTION: The device includes a table 202 storing terms specifying failure contents of a broken product and terms specifying repair contents, and a natural sentence generation part 212.
