<P>PROBLEM TO BE SOLVED: To provide a low-cost, and reliable dosage controller for a standard motor liquid, which eliminates freewheeling and prevents overrun in the event of system failures. <P>SOLUTION: A dosage apparatus includes a peristaltic pump 104 for transferring liquid, and a means for generating a heartbeat signal 140 which is configured to control the liquid to be transferred and includes a controller 134 for driving a motor. The controller further includes a watchdog circuit 136 for generating the heartbeat signal for generating a regular beat, monitoring the heartbeat signal, detecting the beat of the heartbeat signal, and disabling a pumping motor when the detected beat is not within a prescribed time. When a power switch 122 and a grounding switch 124 are both powered, power is supplied to the pumping motor and an individual signal for controlling the power switch and the grounding switch is used.
