PROBLEM TO BE SOLVED: To achieve a technique for generating/managing work instruction sheets that can be easily used and recognized by operators and a security management technology for work instruction sheets.

SOLUTION: This system 10 is configured of a work instruction management device 1 including: a tag information obtaining unit 201 for acquiring storage information in a radio IC tag 11 and information on a radio frequency IC tag reader 500 itself, and for storing the information in a memory 103; a tracking support part 2 for acquiring information on a given product by collating the stored information with a first table, and for specifying a manufacturing process by collating the information of the radio frequency IC tag reader 500 with the second table, and for storing the information in the memory 103; an instruction sheet form creation support unit 6 for specifying a work instruction sheet in the manufacturing process of the product by collating the information on the product and the information on the manufacturing process with the third table, and for generating work instruction sheet data by setting color information on the product for a background color or font color, and for storing the work instruction sheet data in the memory 103, and a work instruction support unit 4 for performing processing for outputting the work instruction sheet data to an output interface.
