PROBLEM TO BE SOLVED: To provide a charge neutralizer which is capable of properly controlling ion balance through a simply configured control circuit. SOLUTION: The charge neutralizer includes a positive side voltage generating circuit 50P which generates a positive high-voltage pulse, a negative side high-voltage generating circuit 50N that generates a negative dc bias voltage, a discharge rod 9 to which an ac voltage pulse created by superposing the dc bias voltage on the high-voltage pulse is applied via a resistor 8 and which generates positive/negative ions, a discharge current detecting resistor 11 which detects a discharge current flowing from the discharge rod 9 to a counter electrode 10, an ion current detecting resistor 12 which detects an ion current flowing from the discharge rod 9 toward each of the high-voltage generating circuits 50P and 50N via a ground point, contact points 15 and 16, and the control circuit 2 which adjusts the size of a dc bias voltage in correspondence to a synthesized signal created from current detection values given by the detecting resistors 11 and 12 and resistors 13 and 14 to control the balance of positive/negative ions generated from the discharge rod 9.
