PROBLEM TO BE SOLVED: To solve the problem, wherein until a telegraphic message is received to the end, it is not possible to determine if the telegraphic message is necessary, when there is interference in the same system, communication fails, because a link request telegraphic message is especially long and it takes a long time period for determining, and since due to such meter's characteristics lead to delays in security work, because the communication fails to transmit important information considering safety, when calls are made simultaneously, when there is earthquake, multiple dwelling house fire, or the like. SOLUTION: When a link connection requesting telegraphic message B (42 in Fig. 4) is transmitted, a link connection signal is used to constitute a telegraphic message; when a call information D (48 in Fig. 4) is transmitted, a telegraphic message is constituted for sending after link connection; a frame synchronization code (A) at a header 1 of the link connection signal is different from a frame synchronization code (B) at the header 1 after the link connection.
