A cooling system using a thermoelectric element and a cooling cylinder is provided to enhance the cooling efficiency by connecting a cooling part of the thermoelectric element to a radiating member using a cooling cylinder such that cold air generated in the cooling part is rapidly transferred to the whole part of the radiating member. A cooling system using a thermoelectric element(16) and a cooling cylinder comprises a cooling unit(23d), a refrigerant circulation pipe(25) and a radiating member. The cooling unit is connected to a cooling part(22) of the thermoelectric element. The refrigerant circulation pipe is formed on the cooling unit and an airtight tube shape. A refrigerant(20) is charged in the refrigerant circulation pipe at a predetermined pressure. The radiating member is formed on a side of the refrigerant circulation pipe.
