PROBLEM TO BE SOLVED: To provide a non-power supply gate control device capable of providing a predetermined quantity of water intake according to a variation in the flow and level of rivers by a non-power supply system without an electrical facility. SOLUTION: This non-power supply gate control device 10 comprises a level detection means 20 for a water channel 8 for detecting a vertical variation in the level of the water channel 8, a turbine 30 for generating a power for opening and closing a water intake gate, a water leading means 40 for rotating the turbine 30 by leading the water flowing in the water channel 8, a water flow selector means 50, and a power transmission means 70 for transmitting the power generated by the turbine 30 to the water intake gate. The water flow selector means 50 changes the direction of the water flow from the water leading means 40 to control the rotating direction of the turbine 30 so that the opening of the water intake gate is reduced when the level detected by the level detection means 20 is raised, and changes the water flow from the water leading means 40 to control the rotating direction of the turbine 30 so that the opening of the water intake gate is increased when the detected level is lowered.
