PROBLEM TO BE SOLVED: To provide a drilling device for an elastic foaming body capable of performing the drilling work while rotating the elastic foaming body, improving precision in working on an inner peripheral face of an insertion hole formed in the elastic foaming body, and improving efficiency of the drilling work. SOLUTION: The elastic foaming body W is compressed by upper and lower compression pins 15 and is stored in a storage chamber 12a in a storage case 12 of a storage tool 11 in a compression area of the elastic foaming body W, and the storage case 12 and the compression pins 15 are held by a connection/holding device 18. After the compression operation, the storage tool 11 is moved into a drilling area, a lower end part of the storage tool 11 is fitted into a rotary body 63 supported on a supporting member 62, and an upper end part is fitted into a rotary holding member 66 provided on a main shaft 65. The main shaft 65 is rotated, the storage tool 11 is rotated, and a drilling tool T is made to pass through a tool insertion hole 15a formed in the compression pin 15 from below and enter the elastic foaming body W so that an insertion hole Wh is formed in the elastic foaming body W.
