PROBLEM TO BE SOLVED: To obtain a shoe insole capable of being accommodated according to the situation of a sole or a shoe. SOLUTION: The shoe insole 1 has a three-layer structure. The first layer to be a shoe-sole side includes a first toe member 6, a first shank member 5, and a first heel member 3. The second layer includes a second step member 8 shorter than the first toe member 6, a second toe member 10 longer than the first toe member 5, and a second heel member 12 shorter than the first heel member 3.
