PROBLEM TO BE SOLVED: To obtain high quality images by securing toner feeding property of the developer agent carrier to stabilize the image density and by suppressing image fogging.

SOLUTION: The center line average roughness Ra (μm) is 0.3 or smaller on the surface of the developing roller 10. The radius of the developing roller 10 is represented by R (mm). The regulator 7 has its free end 7c upstream the developing roller 10 in its turning direction. The vector 8 from the most upstream contact point 7b to the free end 7c has at least a perpendicular upward component (8v). Representing the distance of the vector 8 by L (mm), the take-in cross section S (mm2) is expressed by S=((L×R)/2)-(πR2×(tan-1(L/R))/360) upstream the contact point of the developing roller 10 and the developer regulator 7 (mm2) satisfies 4.5×10-4≤S≤8.0×10-2.
