<P>PROBLEM TO BE SOLVED: To provide an electrochemical cell which uses an ion conductor which can make a proton conduction in a high temperature and non-humidifying condition and has a high activity against an oxygen reduction reaction and provide a fuel battery using the above cell. <P>SOLUTION: The ion conductor contained in an electrolyte is an electrochemical cell containing a cation as expressed in R<SB>1</SB>R<SB>2</SB>R<SB>3</SB>HX<SP>+</SP>(wherein X is either N or P, R<SB>1</SB>, R<SB>2</SB>and R<SB>3</SB>are alkyl groups of C1 to C18) or R<SB>1</SB>R<SB>2</SB>HS<SP>+</SP>(wherein R<SB>1</SB>and R<SB>2</SB>are alkyl groups of C1 to C18) and an anion as expressed in R<SB>4</SB>YO<SB>m</SB>(OH)<SB>n-1</SB>O<SP>-</SP>(wherein Y is either S, C, N or P, R<SB>4</SB>is either an alkyl group or a fluoroalkyl group and m and n are 1 or 2). The ion conductor contains a cation as expressed in R<SB>5</SB>R<SB>6</SB>H<SB>2</SB>X<SP>+</SP>and an anion as expressed in R<SB>5</SB>H<SB>2</SB>S<SP>+</SP>and R<SB>7</SB>YO<SB>m</SB>(OH)<SB>n-1</SB>O<SP>-</SP>.
