PROBLEM TO BE SOLVED: To carry out semi vulcanization of the surface of a fabric with a rubber by electron beam radiation while suppressing a decrease in cord strength of a rayon cord. SOLUTION: A manufacturing process comprises a topping process of forming a fabric base material 6 with rubber by covering both faces of a fabric material 3 including the rayon code 2 as the warp yarn by a topping rubber 4 and an electron beam radiation process of radiating at least one face S of the fabric base material 6 with rubber with an electron beam. The fabric base material 6 with rubber has a covered thickness T of the topping rubber 4 from the rayon cord 2 to the one face S of 0.2 mm or more and also the acceleration voltage of the electron beam of 150 KV or lower.
