PROBLEM TO BE SOLVED: To make it possible to form a coded image, depending on the contents and quantity of information to be coded and an optimum subject while considering load on an apparatus. SOLUTION: The information processing apparatus is electrically connected to an image processing apparatus. The information processing apparatus is provided with: a deciding means for deciding as to whether information should be coded to form a coded image or an instruction should be issued by which the information is coded to form the coded image; and a processing means for coding the information to form a coded image when the deciding means decides that the image should be formed and transmitting the coded image to the image processing means, and transmitting the instruction to the image processing apparatus when the deciding means decides that the instruction should be issued.
