PROBLEM TO BE SOLVED: To provide a means for using an IP telephone line stored in an IP switching device for transmission/reception from an extension terminal without using any IP switching devices even if the IP switching device is stopped by failure, or the like without providing any new by bass communication lines. SOLUTION: An IP telephone terminal connected to the IP switching device storing an IP outside line via a LAN or a WAN has: an IP extension operation section functioning as the extension terminal of the IP switching device; an IP outside line operation section functioning as a terminal directly connected to the IP outside line without using any IP switching devices; a means for detecting whether the operation of the IP switching device is normal or abnormal; and a connection information storage means for connecting to the IP outside line. When it is detected that the operation of the IP switching device is abnormal, the IP outside line operation section is activated for communication via the IP outside line, based on information for connection to the IP outside line stored in the connection information storage means.
