PROBLEM TO BE SOLVED: To prevent fragmentation of a storage region in a hard disk. SOLUTION: A device is provided with: a first storage means 103 storing successively stream data packet received from one or a plurality of supplier; a storage monitoring means 101a in which total storage quantity of stream data packets stored in the first storage means 103 is calculated for each supplier, when it is discriminated that each calculated total storage quantity reaches previously set setting storage quantity, a data transfer instruction from the first storage means to a hard disk device is generated and output; and a recording control means 101b in which the data transfer instruction output from the storage monitoring means 101a is input, stream data packet of the setting storage quantity stored in the first storage means 103 is read out according to this data transfer instruction, and it is transferred to the hard disk device 115 as stream data and recorded.
