PROBLEM TO BE SOLVED: To make it possible to coat a proper amount of glue even under the condition that the viscosity of the glue becomes high by adding no structure for keeping the viscosity of the glue constant. SOLUTION: When the viscosity of the glue G in a glue container 525 is higher than the predetermined threshold value, the distance L between the outer peripheral surface of a glue coating roller 524 and the under side of a paper bundle 540 is made narrower. Or, when the viscosity of the glue G in the glue container 525 is higher than the predetermined threshold value, the travelling speed V of a gluing unit 585 is made slower. As a result, the coating of the proper amount of the glue can be possible even when the viscosity of the glue becomes high by adding no structure for keeping the viscosity of the glue constant.
