PROBLEM TO BE SOLVED: To inexpensively provide a base isolation device capable of preventing rust of a contact part. SOLUTION: An upper shoe 30 is composed of a square steel plate of a larger size than a rubber bearing 32, and is arranged to superpose on the rubber bearing 32, and an outer peripheral edge part 30E is projected outside in the radial direction of the rubber bearing 32. A contact member 28 is fixed to an end surface in the horizontal direction of the outer peripheral edge part 30E. The contact member 28 is formed in a bar shape along the end side of the upper shoe 30, and the end surface side of the upper shoe 30 is formed as a plane, and the side opposed to a frame part 24 on its inverse side is formed in a projecting round shape toward the frame part 24.
