PROBLEM TO BE SOLVED: To provide a gap filler device that effectively uses a radio wave. SOLUTION: The gap filler device 100 is provided with the first to the twelfth receiving parts 101 to 112 for receiving one selected from a plurality of terrestrial digital broadcast signals with a frequency band different from one another, demodulating a segment of a predetermined strong band among thirteen segments constituting the received broadcast signal and outputting data corresponding to the selected terrestrial digital broadcast signal, a synthesizing part 121 for respectively allocating data corresponding to twelve terrestrial digital broadcast signals outputted by the first to the twelfth receiving parts 101 to 112, respectively, to the segment of any segment of gap filler broadcast signals composed of segments of the same number as the terrestrial digital broadcast signals, and a transmitting part 125 for modulating and transmitting the gap filler broadcast signal with the data corresponding to the plurality of terrestrial digital broadcast signals allocated thereto.
