PROBLEM TO BE SOLVED: To obtain a water-soluble medicine-containing liposome that contains a naturally-occurring moisturizing polymer and a water-soluble medicine in an inner aqueous phase of the liposome, thereby retains the included medicine in a high concentration and has high stability to conditions such as artificially or nonartificially occurring drying, temperature fluctuations, preservation with time, etc., and to provide a method for producing the same. SOLUTION: The water-soluble medicine-containing liposome comprises the naturally-occurring moisturizing polymer and the water-soluble medicine in the inside of the liposome.
