PROBLEM TO BE SOLVED: To enhance the prediction efficiency between resolutions in video hierarchy encoding.

SOLUTION: The decimation of space resolution is performed to a video signal at a space decimation section 104. The signal obtained by decimating the space resolution is encoded by a base layer encoding section 105 to generate a bit stream. At a high resolution estimation signal generating section 106, a high resolution estimation signal is generated from a base layer local decoding signal. An input video signal and the high resolution estimation signal are used to perform encoding with estimation at an enhancement layer encoding section 107. At a multiplexing section 108, each bit stream obtained from the base layer encoding section 105 and the enhancement layer encoding section 107 is multiplexed to generate one bit stream.
