PROBLEM TO BE SOLVED: To establish a support system for increasing the probability that a backup vehicle is available. SOLUTION: A radio communication control means 104 gathers the latest vehicle location information and vehicle state information on vehicles of the company from mobile devices mounted on the vehicles of the company, and a storage means 105 stores the latest vehicle location information and vehicle state information. A central processing means 108 when receiving emergency information from a mobile device instructs the radio communication control means 104 to transmit backup request information to mobile devices mounted on other vehicles of the company and instructs an external communication control means 107 to transmit the backup request information to a vehicle allocation device installed in a vehicle allocation center of another company.
