PROBLEM TO BE SOLVED: To reflect a dynamic change of a publisher not recognized by a presentity in a change of presence information. SOLUTION: When a presence server 100 receives a presence setting command from the publisher B about the presentity A (#1), the presence server 100 stores it in a history table 10 (#2), and transmits change notification to a watcher C (#3). Thereafter, the presentity A is inquired whether to permit update by the publisher B or not (#4). When the "permission" is performed (#5, #6), the publisher B is added to a permission list 9a inside a permission list DB 9 (#7), presence data are generated based on setting information read from the history table 10 (#8), and they are notified to the watcher C (#9) and are registered in a presence management DB 2b (#10). When "denial" is performed (#11), the publisher B is added to a denial list 9b inside the permission list DB 9 (#12).
