PROBLEM TO BE SOLVED: To provide a fraud monitoring device of a game machine, finding unlawful replacement of a program storage means without a sensor, a camera or the like and without providing a special program in a management device or the like. SOLUTION: This fraud monitoring device 8 of the game machine includes a first substrate 2 where the program storage means 2b is mounted; and a second substrate 3 provided separately from the first substrate 2 in the game machine 1. The first substrate 2 and the second substrate 3 are respectively provided with number storage means 2a, 3a storing identification numbers. A fraud determining means 3b, which checks the respective identification numbers of the respective number storage means 2a, 3a, and generates a signal when each identification number does not agree, and generates no signal when it agrees, is provided on the second substrate 3 different from the first substrate 2.
