PROBLEM TO BE SOLVED: To improve efficiency of cleaning adhesion toner by a cleaning unit by changing the rotational speeds of a heating roller and a pressure roller, at the time of a fixing processing process and at the time except for the fixing processing process, thereby reducing the adhesion toner slipping out of a cleaning member. SOLUTION: A peeling pawl 71 and the cleaning unit 26 are arranged in the vicinity of the surface of the heating roller 35 and a predetermined period different from a fixing processing period when toner on a recording paper is fixed is set as a toner removing period for removing the toner adhering to the peeling pawl 71. During the toner removing period, the heating roller 35 is rotated and driven so as to make its rotational speed low, so that even when a large amount of toner accumulated on the peeling pawl 71 is reversely transferred to the heating roller 35, the toner is efficiently cleaned by the cleaning unit 26.
