PROBLEM TO BE SOLVED: To provide a manual paper feeder capable of performing smooth paper feeding operation, by preventing a loading plate from unnecessarily rising, even if cardboard and curled paper are fed. SOLUTION: This paper feeder is composed of the loading plate 32 for placing the paper P, a pickup roller 37, lift-up mechanisms 42, 43 and 44 lifting the loading plate 32, upper limit detecting means 45 and 46 detecting the upper limit of the paper and a paper feeding roller 38 arranged on the downstream side in the paper feeding direction of the paper P from the pickup roller 37, and lifts up the loading plate 32 by the lift-up mechanisms, when the upper limit detecting means do not output an upper limit signal, by stopping lift-up when the upper limit detecting means output an upper limit detecting signal when lifting up the loading plate 32 by the lift-up mechanisms, and neglects the upper limit detecting signal of the upper limit detecting means for a specific time, from before the rear end of the paper P sent out to the pickup roller 37 passes through the pickup roller 37.
