A video output circuit operating with a low power supply voltage and realized with a circuit configuration that enables reduction of the power consumption and a semiconductor integrated circuit incorporating the same. A video signal output circuit comprises a video signal input terminal (1), a clamp circuit (3) connected to the video signal input terminal (1), a voltage-to-current conversion circuit (4) connected to the clamp circuit (3), a current amplification circuit (5) connected to the voltage-to-current conversion circuit (4), and a video signal output terminal (6) connected to the current amplification circuit (5). The video signal output terminal (6) is connected to a grounded resistor (8) and one end of a transmission line (9). The other end of the transmission line (9) is connected to a grounded load resistor (10) having the same resistance as that of the resistor (8). The clamp circuit (3) clamps the minus side of the signal voltage.
