An edition device for generating a layout includes: first storage means for storing layout object materials; second storage means for storing attribute information whether to automatically arrange the layout object materials or arrange them to a fixed position; third storage means for storing a design rule as a rule for generating a layout; and layout generation means for deciding arrangement of the layout object materials according to the attribute information and the design rule.
