An apparatus and a method for inserting a form plug are provided to rapidly insert the form plug into a form plug hole by using X-Y free stage, a guide cylinder, an arm operating part and a pair of guide circumference parts. An apparatus for inserting a form plug comprises, a driving part(200), a frame part(100), a plurality of sensors, a base plate(501) coupled to the frame part, a second feeding part(500) installed on the base plate, a second insertion part(600) and a control device(20) for controlling the second feeding part and the second insertion part corresponding to a signal generated from the sensor. The sensor detects an operational state of the apparatus for inserting the form plug. The form plug is mounted on the second feeding part in a curved magazine scheme to individually feed the form plug. The second insertion part allows the form plug to be inserted into a form plug hole through an insertion guide.
